หลักการและเหตุผล

ภาษาและภาษาศาสตร์มีความสำคัญในสังคมโลกปัจจุบัน และมีความสัมพันธ์กับศาสตร์อีกหลายศาสตร์ อาทิ ภาษากับการสื่อสารมวลชน (Language & Mass Communication) ภาษากับเทคโนโลยีทางเสียง (Language & Speech Technology) พยาธิวิทยาเสียงพูด (Speech Pathology) การบำบัดความผิดปกติในการพูด (Speech Therapy) ภาษาศาสตร์ประสาทวิทยา (Neurolinguistics) ภาษาศาสตร์จิตวิทยา (Psycholinguistics) ภาษาศาสตร์คอมพิวเตอร์ (Computational Linguistics) ภาษาศาสตร์เชิงประวัติ (Historical Linguistics) ภาษาศาสตร์สังคม (Sociolinguistics) ภาษาศาสตร์ชาติพันธุ์ (Ethnolinguistics) ภาษาศาสตร์การศึกษา (Educational Linguistics) ภูมิศาสตร์ภาษาศาสตร์ (Linguistic Geography) ฯลฯ ปกติ นักวิชาการไทยในต่างศาสตร์ หรือแม้แต่ต่างแขนงในศาสตร์เดียวกัน ก็มักจะต่างคนต่างทำวิจัยของตน ไม่ค่อยได้มีโอกาสเรียนรู้และแลกเปลี่ยนความรู้จากกันและกัน การวิจัยเป็นกลุ่มซึ่งจำเป็นต้องมีการบริหารจัดการที่ดีจึงเป็นปัญหาของนักวิชาการไทย

แนวคิดหลักของโครงการ "กลุ่มนวัตกรรมวิชาการเชิงบูรณาการ" (โครงการที่ 42 ภายใต้โครงการพัฒนาวิชาการจุฬาฯ 100 ปี) จึงเป็นนิมิตหมายอันดีที่จะช่วยเอื้อให้อาจารย์ นักวิจัย และนิสิตบัณฑิตศึกษาของจุฬาลงกรณ์มหาวิทยาลัยได้มีโอกาสรวมกลุ่มทำวิจัย เรียนรู้ด้านวิชาการจากกันและกัน รวมทั้งเรียนรู้วิธีการบริหารจัดการงานวิจัยจากกระบวนการที่อาจารย์อาวุโสที่มีประสบการณ์ด้านการวิจัยและการประสานงานชุดโครงการวิจัย เป็นหัวหอกหรือศูนย์กลางขับเคลื่อนด้านการวิจัย โดยการถ่ายทอดประสบการณ์ทั้งทางตรงและทางอ้อมอย่างใกล้ชิดสู่อาจารย์รุ่นน้องและนิสิตบัณฑิตศึกษา

เมื่อเปรียบเทียบกับนักวิชาการระดับสากล จะเห็นได้ว่านักวิชาการไทยไม่ค่อยนิยมการรุกและการแสวงหาความสัมพันธ์ทางวิชาการกับนักวิชาการคนอื่นหรือกลุ่มอื่น ทั้งในศาสตร์เดียวกันและนอกศาสตร์ซึ่งมีความสัมพันธ์กับศาสตร์ของตนเท่าที่ควร ส่วนหนึ่งเนื่องมาจากเบ้าหลอมและค่านิยมทางวัฒนธรรมของเรา ดังนั้นการสร้างกระบวนการบางอย่างเพื่อช่วยเร้าและกระตุ้นให้เกิดการรุกและปฏิสัมพันธ์ระหว่างอาจารย์และนิสิตที่มีวัยวุฒิและประสบการณ์ด้านวิจัยต่างกันจึงมีความจำเป็นอย่างยิ่ง ในการทำงานที่ยากและเหนื่อย ขวัญ กำลังใจ ความอบอุ่น และความไว้วางใจระหว่างสมาชิกภายในกลุ่มมีความสำคัญมาก เพราะจะช่วยให้การดำเนินงานประสบผลสำเร็จตามเป้าหมายและได้ผลงานที่มีคุณภาพ

กลุ่มอาจารย์และนิสิตบัณฑิตศึกษาที่จะร่วมดำเนินโครงการ "ภาษากับความมั่นคงของคนในชาติ (Language and Human Security in the Nation)" ประกอบด้วยหัวหน้าโครงการซึ่งเป็นนักภาษาศาสตร์ ซึ่งจะทำหน้าที่บริหารจัดการเครือข่ายวิจัย รวมทั้งอาจารย์และนิสิตบัณฑิตศึกษาจากภาควิชาต่าง ๆ ทั้งในและนอกคณะอักษรศาสตร์มารวมกันทำวิจัย 7 โครงการย่อย แต่ละโครงการย่อยจะใช้ "ภาษา" เป็นตัวตั้ง ส่วนการวิเคราะห์จะประยุกต์ใช้แนวคิดทฤษฎีและกรอบวิจัยของแต่ละศาสตร์หรือแขนงของศาสตร์ที่ตนเองเชี่ยวชาญ มีกลุ่มประสานงานส่วนกลางซึ่งประกอบด้วยหัวหน้าโครงการ เลขานุการโครงการ ที่ปรึกษาด้านการเงิน ผู้แปลภาษาไทย-อังกฤษ เจ้าของภาษาผู้ช่วยตรวจแก้ไขภาษาอังกฤษ รวมทั้งผู้สร้างและดูแลปรับปรุงเว็บไซต์ของโครงการร่วมกันสร้างระบบและกระบวนการที่จะช่วยให้การดำเนินงานของโครงการย่อย 7 โครงการ ดำเนินไปได้อย่างราบรื่นและประสบผลสำเร็จ ส่วนกลางจะช่วยอำนวยความสะดวกและช่วยแก้ไขปัญหาอุปสรรค สอดส่องดูแลติดตามการดำเนินงานของโครงการวิจัยย่อยให้เป็นไปตามแผน เมื่อสิ้นสุดโครงการ นอกจากผลผลิตซึ่งเป็นผลงานวิจัยที่สามารถตีพิมพ์เผยแพร่ได้ ผู้ร่วมโครงการจะได้เรียนรู้ด้านการบริหารจัดการกลุ่มโครงการวิจัยจากประสบการณ์ที่ทำวิจัยร่วมกัน 3 ปี

Principles and Rationale

Language and linguistics play a significant role in the modern world and are related with other academic disciplines; for example, Language and Mass Communication, Language and Speech Technology, Speech Pathology, Speech Therapy, Neurolinguistics, Psycholinguistics, Computational Linguistics, Historical Linguistics, Sociolinguistics, Ethnolinguistics, Educational Linguistics and Linguistic Geography. Generally, Thai academics specializing in different academic disciplines or even those in the same discipline but in different areas of specialization will conduct their research separately; hardly do they ever have the chance to learn from each other or to exchange opinions. For this reason, group research, which requires good management, poses a problem for Thai academics.

The major concept of the Project on "Integrated Academic Innovation Initiative" (the 42nd Project under the Chulalongkorn University's Centenary Academic Development Plan) is a good start for lecturers, researchers and graduate students of Chulalongkorn University to cooperate in conducting research and learning from each other's expertise. They will be able to learn management research from senior lecturers, who have not only had extensive experience in conducting research but also in coordinating series of research projects. These senior lecturers will serve as a motivating force by transferring their research experience, directly and indirectly, to junior lecturers and graduate students.

Compared with international academics, Thai academics prefer not to take the initiative or look for collaboration with other academics or those of other groups, as they should, either in their discipline or outside, in areas that are related to their own discipline. Part of this problem stems from their background and cultural values. It is therefore important to create a process that will be able to motivate or encourage Thai academics to take the initiative and create interaction between lecturers and students, who are different in age and research experience. To undergo difficult and tiring research collaboration, there needs to be moral support, warmth and trust among group members and this will eventually contribute to their work achievement and quality products.

The lecturers and students who will take part in the "Language and Human Security in the Nation" Project consist of the project leader, a linguist who will manage the research network, and lecturers and graduate students from different departments in and outside the Faculty of Arts, who will work on seven research sub-projects. Each sub-project will take "language" as its core and the theory and research framework of each discipline related to language will be subjected to analysis. The coordinating group will consist of the head of the project, a secretary, a financial advisor, a translator from Thai into English, an English language editor and a webmaster who will create and update the project's website as well as providing a system that will facilitate the sub-projects and help them achieve their goals. This coordinating group will accommodate the needs of the researchers, solve problems and supervise, as well as monitor, the progress of their work to meet the project's plan. When this three-year research project has been completed, its participants will be able to finish their research work that is to be published in international journals as well as having learnt how to administer group research from their participation.



วัตถุประสงค์

  1. เพื่อรวมกลุ่มนักวิจัยต่างศาสตร์และภาษาศาสตร์ต่างแขนงทั้งอาจารย์และนิสิตบัณฑิตศึกษามาทำวิจัยที่มีจุดร่วม นั่นคือ การวิเคราะห์ "ภาษา" ด้วยวิธีการที่เป็นวิทยาศาสตร์เพื่อให้เกิดผลกระทบต่อ "ความมั่นคงของคนในชาติ" ด้านต่าง ๆ อันจะนำมาซึ่งความเข้าใจอันดีและความสุขของชนในชาติ
  2. เพื่อผลิตผลงานวิจัยที่มีคุณภาพสามารถตีพิมพ์เผยแพร่ทั้งในระดับชาติและนานาชาติ
  3. เพื่อสร้างระบบและกระบวนการถ่ายทอดประสบการณ์ด้านการวิจัยและบริหารจัดการงานวิจัยแบบชุดโครงการ รวมทั้งวิธีการสร้างเครือข่ายวิจัยทั้งในประเทศและต่างประเทศ
  4. เพื่อสร้างความตระหนักแก่ผู้ร่วมโครงการว่าการประชาสัมพันธ์เผยแพร่งานวิจัยสู่สาธารณชนและสังคมด้วยวิธีการและช่องทางต่าง ๆ มีความสำคัญ เช่นเดียวกับการตีพิมพ์ผลงานวิจัยอย่างเป็นทางการในวารสารวิชาการ ในหนังสือรวมบทความวิจัยคัดสรร และในรูปแบบหนังสือที่เขียนขึ้นจากผลงานวิจัย (Research monograph)

Objectives

  1. To enable researchers, lecturers and students from different disciplines and areas of studies to take part in group research which shares the main principle—analyzing "language" by scientific means in order to have an impact on "the security of the nation" from different perspectives so as to create understanding and happiness among people in the country.
  2. To produce quality research work that can be published in national and international journals.
  3. To create a system or a procedure for transferring research experience, administering group research and building research networks both inside and outside the country.
  4. To make the project's participants aware that the dissemination of research work to the public through various channels is equally as important as their publication in academic journals, research proceedings and research monographs.

ผลงานวิจัย/ผลผลิต และประโยชน์ที่คาดว่าจะได้รับ

ผลงานวิจัยที่มีคุณภาพและสามารถตีพิมพ์เผยแพร่ได้ทั้งระดับชาติและระดับนานาชาติ ในรูปแบบบทความวิจัย หนังสือ และวิทยานิพนธ์ปริญญาเอก รวมทั้งผู้ร่วมโครงการทั้งอาจารย์ซึ่งเป็นนักวิจัยรุ่นกลางและรุ่นเยาว์ ตลอดจนนิสิตบัณฑิตศึกษาทั้งระดับปริญญาเอกและปริญญาโท ได้เรียนรู้เทคนิคและวิธีการบริหารจัดการโครงการวิจัยขนาดใหญ่ ซึ่งเป็นการสืบทอดประสบการณ์จากนักวิจัยและนักบริหารจัดการโครงการวิจัยรุ่นอาวุโสสู่นักวิจัยรุ่นหลังด้วยวิธีการและขั้นตอนที่เป็นธรรมชาติ

ส่วนคนในชาติหลายภาคส่วนที่ประกอบกันขึ้นเป็นสังคมไทยจะได้ประโยชน์ทั้งทางตรงและทางอ้อมอันจะนำมาซึ่งความมั่นคงทั้งที่รูปธรรมและนามธรรม อาทิ ผลการวิจัยของโครงการวิจัยย่อยที่ 1 จะช่วยให้เกิดความรู้ความเข้าใจเกี่ยวกับความผิดปกติในการพูดภาษาไทยของผู้ป่วยที่มีปัญหานอนกรนซึ่งมีแนวโน้มจะรุนแรงมากขึ้นและอาจทำให้เสียชีวิตได้ องค์ความรู้ที่ได้จะช่วยให้การวางแผนการรักษาป้องกัน และการฝึกพูดหลังการผ่าตัดมีประสิทธิภาพยิ่งขึ้น โครงการวิจัยย่อยที่ 3 จะสามารถนำไปใช้เป็นต้นแบบในการจัดทำนโยบายและแผนเกี่ยวกับการท่องเที่ยวซึ่งไม่จำเป็นต้องยึดพื้นที่การปกครองเป็นหลัก พื้นที่ทางภูมิศาสตร์น่าจะเป็นทางเลือกที่เหมาะสมสำหรับการพัฒนาด้านการท่องเที่ยวเชิงอนุรักษ์ธรรมชาติและวัฒนธรรมมากกว่าพื้นที่การปกครอง ความเป็นกลุ่มก้อนและต่อเนื่องโดยใช้พื้นที่ทางภูมิศาสตร์เป็นแกนน่าจะทำให้เกิดผลกระทบที่ดีกว่าและก่อให้เกิดการพัฒนาที่ยั่งยืนของท้องถิ่น ส่วนผลที่ได้จากโครงการวิจัยย่อยที่ 2 จะเป็นโปรแกรมวิเคราะห์คำไทยซึ่งสามารถรับข้อมูลภาษาไทยมาวิเคราะห์การใช้คำในภาษาไทย โดยสามารถระบุคำต่าง ๆ ชื่อเฉพาะ ประเภทคำ และคำปรากฏร่วม โมดูลระบุคำประสมจะเป็นส่วนหนึ่งของโปรแกรมใหญ่นี้ นอกจากประโยชน์ด้านการประมวลผลภาษาไทยในงานต่าง ๆ แล้ว ยังจะได้เครื่องมือสำหรับช่วยการเรียนการสอนภาษาไทย และการทำพจนานุกรมภาษาไทยอีกด้วย นอกจากนี้องค์ความรู้ที่ได้จากโครงการวิจัยย่อยอีก 4 โครงการสามารถช่วยให้คนไทยใช้ภาษาไทยเพื่อการสื่อสารได้อย่างมีประสิทธิภาพยิ่งขึ้น รวมทั้งได้เห็นภาพพัฒนาการของภาษาไทยจากอดีตสู่ปัจจุบัน ซึ่งจะช่วยกระตุ้นให้คนในสังคมเกิดความภาคภูมิใจในชาติตลอดจนความเจริญงอกงามของภาษาประจำชาติ ความมั่นคงของคนในชาติจะเกิดขึ้นได้ก็ต่อเมื่อคนในชาติมีความรู้สึกทางบวกต่อการดำรงชีวิต และเชื่อมั่นว่าตนเองและลูกหลานของตนเองจะมีคุณภาพชีวิตที่ดีตลอดไป

Research/Outputs and Expected Benefits

By the end of the project there will be quality research works that can be published nationally and internationally in the form of research papers, books and Ph.D., dissertations. The project's participants, consisting of middle-aged and junior lecturers as well as M.A., and Ph.D., students will be able to learn the techniques and a system for administering large research projects. This is considered to be a natural way of transmitting research experience and administration from senior researchers to the younger generation.

Thai people in general will gain both direct and indirect benefits from the project, which will subsequently enhance their security, both tangibly and intangibly. For example, the results of the first sub-project will create an understanding of the abnormality in the speech sounds of patients who suffer from obstructive sleep apnea, which is becoming an increasingly serious problem and may cause the death of patients. The knowledge gained from the research will be used in prevention and treatment plans as well as in more effective speech therapy after an operation. The third sub-project will be used as a prototype for establishing a policy and a plan for tourism, which will not have to be based, any more, on the separation of areas by administration. The sub-project proposes dividing areas by geographical location as a more effective way of developing eco or cultural tourism. A geographical cluster and continuation should better create a positive effect on tourism and create sustainable development for local communities. The result of the second sub-project will be a Thai word analysis programme, which will analyze the use of Thai words--specifying words, proper names, different types of words, word collocations and the module of compound nouns will all be part of the programme. The programme will be useful in Thai language processing as well as in teaching Thai lessons and compiling a Thai dictionary. The four other sub-projects should enable Thais effectively to communicate, to see the development of Thai from the past to the present so as to instil pride in their country and their national language. National security is possible only when people in the country think about their lives and believe that they and their offspring will be able to enjoy a better quality life.
