2017: When Chulalongkorn University Celebrates Its Centenary

จุฬาลงกรณ์มหาวิทยาลัยได้ประมวลและกลั่นกรองแผนพัฒนาวิชาการของหน่วยงานต่าง ๆ จัดทำเป็นยุทธศาสตร์การพัฒนาวิชาการของจุฬาลงกรณ์มหาวิทยาลัย โดยจัดทำเป็นโครงการในแผนพัฒนาวิชาการในช่วง 5 ปีแรก (พ.ศ. 2551-2555) และจัดสรรงบประมาณผ่านกองทุนตามพันธกิจหลัก โดยจัดตั้งเงินทุน 100 ปี จุฬาฯ

Chulalongkorn University has collected and carefully examined the academic development plans of its different units and sectors in order to establish its strategic academic plan, which has resulted in the University's first five-year academic development plan (2008 to 2012) and it has allocated a budget, based on its major commitments, in the form of a fund to be known as the Chulalongkorn University Centenary Fund.

วิสัยทัศน์ เมื่อจุฬาฯ ครบ 100 ปี จุฬาลงกรณ์มหาวิทยาลัยเป็นแหล่งความรู้และแหล่งอ้างอิงของแผ่นดิน เป็นผู้นำทางปัญญา เพื่อการพัฒนาที่ยั่งยืน โดยกำหนดกรอบความคิด 5 กรอบ ดังนี้

การเป็นชุมชนวิชาการที่เข้มแข็ง
การสร้างและบูรณาการองค์ความรู้
การสร้างปัญญาในสังคม
การสร้างบัณฑิตที่มีคุณลักษณะที่พึงประสงค์
การพัฒนาที่ยั่งยืน

Vision: To celebrate the centenary of its establishment, Chulalongkorn University aims to serve as the country's source of knowledge and references as well as to act as an intellectual leader for sustainable development within the following framework:

Being a strong academic community.
Creating and integrating the body of knowledge.
Enhancing intelligence in Thai society.
Producing graduates endowed with the desired characteristics.
Promoting sustainable development.

พันธกิจ จากวิสัยทัศน์ข้างต้น ได้กำหนดพันธกิจ 5 ประการ ดังนี้

บุกเบิกองค์ความรู้ใหม่และบูรณาการองค์ความรู้เพื่อประโยชน์ของสังคมไทย
สร้างปัญญา และถ่ายโอนองค์ความรู้กับสาธารณะเพื่อช่วยพัฒนาสังคมไทยไปสู่การพัฒนาที่ยั่งยืน
สร้างบัณฑิตที่มีความรู้ ทักษะและคุณลักษณะที่ได้มาตรฐานในระดับนานาชาติและเหมาะสมกับสังคม
เสริมสร้างนิสิตให้เป็นบัณฑิตที่สามารถครองตนอย่างมีคุณธรรมและเป็นผู้นำสังคมได้

Commitments: Five commitments have been established based on the above vision:

Venturing towards a new body of knowledge and integrating it for the benefit of Thai society.
Enhancing intelligence and transferring the body of knowledge to the public in order to contribute to the promotion of sustainable development in Thai society.
Producing graduates with the knowledge, skills and characteristics of an international standard that are relevant to the needs of society.
Encouraging students to lead their lives morally and equipping them to become leaders of society.
Promoting arts and culture.

เป้าประสงค์ของยุทธศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยแบ่งรูปแบบของกลุ่มกิจกรรมเป็น 6 รูปแบบ ดังนี้

กลุ่มที่ 6 กลุ่มนวัตกรรมวิชาการเชิงบูรณาการ (โครงการที่ 42) ประกอบด้วยโครงการศูนย์นวัตกรรมวิชาการเชิงบูรณาการ หน่วยงานที่รับผิดชอบ คือ สำนักงานมหาวิทยาลัย

Objectives of the strategy: Chulalongkorn University has divided its activities into 6 operations:

The Innovation Centre for Sustainable Development (ICSD),
The Reference Centre (RC),
The Innovative Pedagogy Project (IPP),
International Initiatives (II),
Faculty Enhancement (FE),
The Integrated Innovation Academic Centre (IIAC).

The Sixth Group: The Integrated Innovation Academic Centre (the 42nd Project) consists of the Integrated Academic Innovation Initiatives, which lie within the responsibility of the University Office.

โครงการศูนย์นวัตกรรมวิชาการเชิงบูรณาการ ภายใต้กลุ่มนวัตกรรมวิชาการเชิงบูรณาการ (กลุ่มที่ 6) มีจุดมุ่งหมายในการเชิญอาจารย์อาวุโสที่ประสบความสำเร็จด้านการวิจัยและได้สร้างนักวิจัยรุ่นใหม่ให้จุฬาลงกรณ์มหาวิทยาลัยอย่างจริงจังและต่อเนื่องมาทำหน้าที่หัวหน้าศูนย์แต่ละแห่ง ทำหน้าที่สนับสนุนและถ่ายทอดประสบการณ์ด้านการบริหารงานวิจัย การทำวิจัย และการสร้างเครือข่ายวิจัยแก่คณาจารย์รุ่นกลาง คณาจารย์รุ่นใหม่ นักวิจัยหลังปริญญาเอกและนิสิตทุกระดับ

The Integrated Academic Innovation Initiatives under the Integrated Innovation Academic Centre (the 6th Group) aim to invite senior lecturers, who are experienced in research and have consistently and successfully created young researchers for Chulalongkorn University, to serve as the directors of each centre. They will promote and transfer experience in research administration, conducting research and creating research networks for middle-range and junior faculty members, post-doctoral researchers and students at all academic levels.

อาจารย์อาวุโสที่ได้รับเชิญเข้าร่วมโครงการจะได้รับการสนับสนุนเงินงบประมาณท่านละ 1,500,000 บาทต่อปี เป็นระยะเวลาต่อเนื่องไม่เกิน 3 ปี โดยเน้นผลผลิตหลักของโครงการ 4 ประการ คือ

มีศูนย์นวัตกรรมวิชาการเชิงบูรณาการ 25 แห่ง ในจุฬาลงกรณ์มหาวิทยาลัย ทำหน้าที่หลักในการถ่ายทอดทักษะด้านการบริหารงานวิจัย การทำวิจัย และการสร้างเครือข่ายวิจัย
มีอาจารย์อาวุโสจำนวนตลอดโครงการรวม 25 คน ทำหน้าที่หัวหน้าศูนย์เพื่อถ่ายทอดความรู้และประสบการณ์การบริหารงานวิจัย การทำวิจัย และการสร้างเครือข่ายวิจัย
ผลงานวิจัยและผลงานตีพิมพ์ที่ได้จากคณาจารย์รุ่นกลาง คณาจารย์รุ่นใหม่ นักวิจัยหลังปริญญาเอก และนิสิตที่เป็นสมาชิกกลุ่ม ภายใต้การดูแลของอาจารย์อาวุโสแต่ละท่าน ส่งผลให้ภาพรวมของผลงานวิจัยและผลงานตีพิมพ์ระดับนานาชาติของมหาวิทยาลัยสูงขึ้น
มีทีมวิจัยที่เข้มแข็ง มีการถ่ายทอดความรู้จากรุ่นสู่รุ่นเพื่อต่อยอดความรู้จากการวิจัยเดิมที่มีในปัจจุบัน และมีผลงานวิจัยเป็นที่ยอมรับระดับนานาชาติ ตลอดจนสร้างนักวิจัยที่มีความสามารถในการสร้างกลุ่มวิจัยใหม่

Each senior lecturer who joins the Centre will be financially supported to the tune of 1,500,000 Baht per year for no more than three consecutive years. The major products of the centre are in four areas, as follows:

Twenty-five Integrated Academic Innovation Initiatives have been established at Chulalongkorn University and their main duties are to transfer skills in research administration, conducting research and creating research networks.
Twenty-five senior lecturers, responsible for the supervision of the twenty-five projects will serve as Directors of the Centre transferring knowledge and experience in research administration, conducting research and creating research networks.
Research results and published works from middle-range and young lecturers, post-doctoral researchers and current students under the supervision of each senior lecturer, will result in an increase in the number of research works and publications at an international level.
A strong research team will transfer knowledge from one generation of researchers to another in order to branch out from current research activities. These research works will be internationally accepted and the researchers will be able to generate further new groups of researchers.

ผลลัพธ์ที่คาดหวัง คือ ความเข้มแข็งทางด้านการวิจัยของมหาวิทยาลัย มีศูนย์หรือกลุ่มวิจัยใหม่ๆ ที่มีคุณภาพสูงมากขึ้น คณาจารย์ นักวิจัยและนิสิตประสบความสำเร็จในการทำงานวิจัยมากขึ้น อันจะนำไปสู่การเป็นมหาวิทยาลัยวิจัยตามที่มหาวิทยาลัยกำหนดทิศทางไว้

การจัดตั้งศูนย์นวัตกรรมวิชาการเชิงบูรณาการ เป็นอีกทางหนึ่งที่จะเป็นการส่งเสริมให้เกิดกระบวนการ กลุ่มวิจัย และงานวิจัยที่ตอบสนองต่อประเทศชาติ การสร้างนักวิจัยรุ่นใหม่ให้มีความเข้มแข็งในศาสตร์ รวมทั้งการผลิตบัณฑิตที่มีคุณภาพออกไปรับใช้สังคมได้ต่อไป

The expected results will be an enhancement of the University's strength in research with new quality research centres and groups of researchers; lecturers, researchers and students will be able to accomplish more in their research activities and the University will be able to achieve its goal of becoming a research university.

Establishing the Integrated Academic Innovation Initiatives is one way of promoting the research process and establishing research groups to produce research works that will contribute to the country's needs and will create new researchers who are strong in their field as well as producing quality graduates to serve the country.
