ต้อนรับสมาชิกใหม่ ดร.พิมพ์พจน์ ผู้เชี่ยวชาญด้านการจัดการเอกสารและจดหมายเหตุ

ภาควิชาบรรณารักษศาสตร์เริ่มต้นปี 2562 ด้วยการต้อนรับสมาชิกใหม่ อาจารย์ ดร.พิมพ์พจน์ สีลาเขต ผู้เชี่ยวชาญทางด้านการจัดการเอกสารและจดหมายเหตุ เป็นอาจารย์ประจำภาควิชา

หลายคนอาจจะรู้จักและคุ้นเคยกับ ดร.พิมพ์พจน์ เนื่องจากเธอเป็นศิษย์เก่าของภาควิชา สำเร็จการศึกษาอักษรศาสตรบัณฑิต เกียรตินิยมอันดับ 1 สาขาวิชาสารนิเทศศึกษา (วิชาโทภาษาอังกฤษ) หลังจากนั้นได้รับทุนเรียนดีมนุษยศาสตร์และสังคมศาสตร์แห่งประเทศไทยจากสำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) ไปศึกษาต่อปริญญาโทและปริญญาเอก ในด้านการจัดการเอกสารและจดหมายเหตุ จาก Department of Information Studies, University College London ประเทศสหราชอาณาจักร จนสำเร็จการศึกษาระดับปริญญาเอกเมื่อปี 2561 ที่ผ่านมา

ในระหว่างการศึกษาที่คณะอักษรศาสตร์ ดร.พิมพ์พจน์ ได้มีโอกาสศึกษารายวิชา “การจัดการจดหมายเหตุ” ทำให้มีความสนใจเรื่องการจัดการจดหมายเหตุ  นอกจากนี้ยังได้โอกาสได้ฝึกงานที่หอจดหมายเหตุหลากหลายรูปแบบในไทย ได้แก่ สำนักหอจดหมายเหตุแห่งชาติ กรมศิลปากร  หอประวัติจุฬาลงกรณ์มหาวิทยาลัย  สำนักหอสมุดและหอจดหมายเหตุ ธนาคารแห่งประเทศไทย ทำให้มีความสนใจและประสบการณ์ในการจัดการเอกสารและจดหมายเหตุที่หลากหลาย

วิทยานิพนธ์ของ ดร.พิมพ์พจน์ ในระดับปริญญาเอก ชื่อ “มาตรฐานและการสร้างมาตรฐานสำหรับการปฏิบัติงานจดหมายเหตุในประเทศไทย” ซึ่งมีสาระสังเขปดังนี้

วิทยานิพนธ์นี้ศึกษาปัจจัยรอบด้าน (รวมทั้งมาตรฐานและการสร้างมาตรฐาน) ที่ส่งผลต่อการปฏิบัติงานจดหมายเหตุของสำนักหอจดหมายเหตุแห่งชาติ  งานวิจัยค้นคว้าเรื่องมาตรฐานและวิธีการสร้างมาตรฐานที่อาจเหมาะกับการปฏิบัติงานจดหมายเหตุ  วิเคราะห์ความคิดเห็นของบุคลากรของสำนักหอจดหมายเหตุแห่งชาติ

งานวิจัยใช้กระบวนทัศน์เชิงตีความ (Interpretivism) และข้อมูลจากการทบทวนวรรณกรรม การสัมภาษณ์ (บุคลากรด้านจดหมายเหตุและผู้มีประสบการณ์ด้านมาตรฐานในสหราชอาณาจักร) การสำรวจผ่านแบบสอบถามในปีพ.ศ. 2557 (กลุ่มตัวอย่าง ได้แก่ 7 กระทรวง/ผู้ใช้สำนักหอจดหมายเหตุแห่งชาติ/ผู้ที่ไม่เคยใช้บริการหอจดหมายเหตุ)

ผลการวิจัยนำเสนอผ่าน “แผนภูมิปัจจัยที่มีผลกระทบต่อวัฒนธรรมการจัดเก็บเอกสาร” ซึ่งแสดงปัจจัยต่างๆที่เกี่ยวข้องกับการปฏิบัติงานจดหมายเหตุที่สำนักหอจดหมายเหตุแห่งชาติ  ได้แก่ กฎระเบียบด้านการจัดเก็บเอกสาร  มาตรฐานและการสร้างมาตรฐาน  ตัวองค์กร   รวมถึงปัจจัยด้านการเมือง เศรษฐกิจ วิทยาการสารนิเทศ และการศึกษาซึ่งมีการเปลี่ยนแปลงโดยโลกาภิวัตน์

ผลการวิจัยระบุว่า หนังสือวิชาการพื้นฐานการบริหารและจัดการงานจดหมายเหตุ (กรมศิลปากร, 2542) และมาตรฐานการจัดเก็บเอกสารจดหมายเหตุของสำนักหอจดหมายเหตุแห่งชาติ (กรมศิลปากร, 2555)  ไม่เพียงพอสำหรับการปฏิบัติงานจดหมายเหตุในยุคดิจิทัลในคริสต์ศตวรรษที่ 21  นักจดหมายเหตุวิชาชีพส่วนใหญ่ได้ตระหนักถึงความจำเป็นในการใช้มาตรฐานใหม่และเปิดรับความคิดในการใช้มาตรฐานสากล  ผลการวิจัยให้ข้อเสนอแนะสำหรับการพัฒนาคุณภาพการปฏิบัติงานด้านจดหมายเหตุ  การพัฒนากรอบกฎหมาย ระเบียบปฏิบัติ นโยบายสำหรับการจัดเก็บเอกสาร  การส่งเสริมแนะนำเชิงรุกเพื่อสร้างความรู้ ความเข้าใจแก่สาธารณชนเกี่ยวกับงานบริการจดหมายเหตุ

ผลการวิจัยระบุว่า หนังสือวิชาการพื้นฐานการบริหารและจัดการงานจดหมายเหตุ (กรมศิลปากร, 2542) และมาตรฐานการจัดเก็บเอกสารจดหมายเหตุของสำนักหอจดหมายเหตุแห่งชาติ (กรมศิลปากร, 2555)  ไม่เพียงพอสำหรับการปฏิบัติงานจดหมายเหตุในยุคดิจิทัลในคริสต์ศตวรรษที่ 21  นักจดหมายเหตุวิชาชีพส่วนใหญ่ได้ตระหนักถึงความจำเป็นในการใช้มาตรฐานใหม่และเปิดรับความคิดในการใช้มาตรฐานสากล  ผลการวิจัยให้ข้อเสนอแนะสำหรับการพัฒนาคุณภาพการปฏิบัติงานด้านจดหมายเหตุ  การพัฒนากรอบกฎหมาย ระเบียบปฏิบัติ นโยบายสำหรับการจัดเก็บเอกสาร  การส่งเสริมแนะนำเชิงรุกเพื่อสร้างความรู้ ความเข้าใจแก่สาธารณชนเกี่ยวกับงานบริการจดหมายเหตุ

ในขณะที่วิทยานิพนธ์ในระดับปริญญาโทของ ดร.พิมพ์พจน์ ศึกษาเรื่อง “ข้อคิดเห็นเกี่ยวกับร่างพระราชบัญญัติจดหมายเหตุแห่งราชอาณาจักรไทย” ซึ่งเป็นการวิเคราะห์จุดอ่อน จุดแข็ง ตลอดปัจจัยที่มีผลต่อการบังคับใช้กฎหมาย พรบ. จดหมายเหตุที่มีประสิทธิภาพ

ด้วยความสนใจทางด้านการจัดการเอกสารและจดหมายเหตุที่หลากหลาย ไม่ว่าจะเป็นมาตรฐานด้านงานจดหมายเหตุและความร่วมมือระดับสากล การพัฒนาวิชาชีพจดหมายเหตุ กฎหมายเกี่ยวข้องกับงานจดหมายเหตุและเอกสาร และประวัติศาสตร์สารสนเทศและการพิมพ์ ทำให้ ดร.พิมพ์พจน์ มีผลงานวิจัยและวิชาการน่าสนใจหลายชิ้น ยกตัวอย่างเช่น

• 5 – 10 ก.ย. 2559 นำเสนอผลงานวิชาการในการประชุมใหญ่ระดับนานาชาติและสัมมนาทางวิชาการ ICA Congress 2016 ของสภาการจดหมายเหตุสากล ณ กรุงโซล สาธารณรัฐเกาหลี
• 31 ส.ค. – 2 ก.ย. 2559 นำเสนอผลงานวิชาการในการประชุมประจำปีของสมาคมจดหมายเหตุและเอกสารแห่งสหราชอาณาจักรและสาธารณรัฐไอร์แลนด์ ณ กรุงลอนดอน สหราชอาณาจักร

• 21 ก.ค. – 1 ส.ค. 2557  ได้รับทุนการศึกษาจากมหาวิทยาลัย University of Bonn ร่วมอบรมภาคฤดูร้อนเรื่องทรัพย์สินทางปัญญา ณ เมืองบอนน์ สหพันธ์สาธารณรัฐเยอรมนี

ในภาคปลาย ปีการศึกษา 2561 นี้ ดร.พิมพ์พจน์ จะรับผิดชอบการเรียนการสอนในรายวิชา 2206384 การจัดการสารสนเทศในสานักงาน และ 2206103 ทักษะการค้นคว้าและการใช้คอมพิวเตอร์ และเป็นผู้ประสานงานภาควิชาในงานกิจการนิสิต รวมถึงเป็นอาจารย์ที่ปรึกษาชมรมสารนิเทศศึกษา

ดร.พิมพ์พจน์รักการดื่มชา ในเวลาว่างมักอ่านหนังสือด้านประวัติศาสตร์และวัฒนธรรม และท่องเที่ยวตามพิพิธภัณฑ์และห้องสมุดต่าง ๆ นอกจากนี้ยังทำงานอาสาสมัครให้กลุ่ม ICA New Professionals/Nouveaux Professionnels แห่งสภาการจดหมายเหตุสากล (International Council on Archives) และเข้าไปมีส่วนร่วมในการประชุมวิชาการและวิชาชีพในระดับนานาชาติ เพื่อแลกเปลี่ยนทรรศนะกับเพื่อนร่วมวิชาชีพรวมทั้งติดตามความรู้และวิทยาการใหม่ในสาขาวิชานี้

Introducing Dr.Pimphot, archives and records management scholar

At the beginning of 2019, the Department of Library Science is welcoming Dr.Pimphot Seelakhet, a scholar in archives and records management, to join our faculty member team.

Dr.Pimphot is our own BA alumnus. She graduated our BA (Information Studies) program with first class honor. Subsequently, she received a scholarship from Thailand’s Office of Higher Education Commission (OHEC) to pursue her graduate studies. She received both Master and Doctoral degrees in Archives and Records Management (International) from the Department of Information Studies, University College London in United Kingdom.

Her interest in archives and records management began when she was taking “Archives Management” at Chulalongkorn University. During her undergraduate study, she had opportunities to take internship positions in multiple organizational archives, such as the National Archives, Chulalongkorn University Archives, and Bank of Thailand Archives.

The abstract of her doctoral dissertation entitled “Standards and Standardisation for Archival Practices in Thailand” is below.

This research investigates various factors, including standards and standardisation, which have shaped and continue to shape archival practices at the National Archives of Thailand (NAT). It also explores standards or approaches to standardisation that might be suitable for archival practices in Thailand and the perspectives of NAT staff members towards standards and standardisation. The study employs an interpretivist approach with data collected in 2014 from a literature review, interviews (with UK standardisers and NAT archival professionals), and surveys (of NAT users, non-users, and Thai central government ministries). The research results include the development of a “Conceptualised Diagram of Factors Impacting on Recordkeeping Culture” showing that the various factors shaping archival practices at the NAT include recordkeeping legislation, standards and standardisation systems, and the NAT itself (in terms of its status, its origin, recordkeeping culture, mechanisms of performance assessment and quality assurance, archival professionals’ development and attitudes). These factors further include political, economic, IT, and educational factors driven by the phenomenon of globalisation. The results reveal that existing standards at NAT: the Principles of Fundamental Administration and Archives Management (Fine Arts Department, 1999) and the Standard for Records and Archives Preservation of the National Archives (Fine Arts Department, 2012) are not sufficient for archival operations in the digital age of the 21st century. They suggest suitable kinds of standards and standardisation approaches for the NAT and show that archival professionals at the NAT are aware of the necessity to implement new standards and are not against the ideas of adopting international standards. The findings lead to suggestions for developing the quality of archival practices at the NAT, which include improving the regulatory frameworks and policies for recordkeeping practices, and also active outreach programmes to increase public awareness of archival services.

Dr.Pimphot’s master thesis, “Commentary on the Bill of National Archives Act of Thailand”, explores roles, strength, and weakness of the bill as well as analyzes factors influencing the enforcement of this bill in particular.

Dr.Pimphot’s interests include standards for archives, archival legislation, records and archival professional development, and information and publishing history. She has been active involving in a number of academic and professional activities in local and international venues.

In the upcoming semester, Dr.Pimphot will be teaching 2 courses 2206384 Office Information Management and 2206103 Research and Computer Skills. She will also serve as a coordinator for student affair as well as the advisor of Information Studies club.

Dr.Pimphot is a tea lover. During her free time, she loves to read books about history and culture and well as spend time to visit museums and libraries. Additionally, she volunteers for International Council on Archives (ICA)’s New Professionals/Nouveaux Professionnels. She has been attending international conferences and seminars e.g. ICA Annual Conference to enrich and broaden knowledge and skills about records and archives management.
