รองศาสตราจารย์ ดร.ทรงพันธ์ เจิมประยงค์ จากภาควิชาบรรณารักษศาสตร์ ได้รับทุนนักวิชาการวิจัยอาคันตุกะจากศูนย์เอเชียตะวันออกเฉียงใต้ (Center for Southeast Asian Studies – CSEAS) มหาวิทยาลัยเกียวโต ประเทศญี่ปุ่น เพื่อศึกษาแนวปฏิบัติในการจัดหาและการอธิบายทรัพยากรสารสนเทศของไทยในหน่วยงานทางวัฒนธรรม เช่น ห้องสมุด หอจดหมายเหตุ และพิพิธภัณฑ์ ในประเทศญี่ปุ่น
ทุนวิจัยในครั้งนี้เป้นหนึ่งในชุดการวิจัยที่ ดร.ทรงพันธ์ ได้ดำเนินการมาอย่างต่อเนื่องในการสำรวจมุมมอง Insider/Outsider ในการปฏิบัติงานที่เกี่ยวข้องกับการจัดการทรัพยากรสารสนเทศ โดยเฉพาะอย่างยิ่งทรัพยากรสารสนเทศของไทย ที่ส่งผลกระทบโดยตรงต่อการพัฒนาองค์ความรู้ทางด้านไทยศึกษาในระดับนานาชาติ
ผลการวิจัยก่อนหน้านี้ชี้ให้เห็นความท้าทายสำคัญของหน่วยงานทางวัฒนธรรมของไทยในการประยุกต์ใช้มาตรฐานที่พัฒนามาจากวัฒนธรรมตะวันตก ทำให้ข้อมูลเกี่ยวกับทรัพยากรที่มีอยู่ไม่สามารถเชื่อมต่อเข้ากับแหล่งข้อมูลในระดับนานาชาติได้ ช่องว่างดังกล่าวมีผลกระทบอย่างมากต่อความสามารถในการเข้าถึงทรัพยากรตลอดจนการพัฒนาองค์ความรู้ในทางวิชาการในระดับสากล การศึกษาในครั้งนี้จะเป็นการสำรวจในบริบทและมุมมองที่แตกต่างออกไป กล่าวคือเป็นการสำรวจแนวปฏิบัติที่มาจากสังคมและวัฒนธรรมที่มีอิทธิพลต่อการพัฒนาระบบการจัดการทรัพยากรสารสนเทศในระดับสากลที่ไม่ใช่ประเภทตะวันตก
โครงการทุนนักวิชาการวิจัยอาคันตุกะของศูนย์เอเชียตะวันออกเฉียงใต้ มหาวิทยาลัยเกียวโต ก่อตั้งมาตั้งแต่ ค.ศ. 1975 มีนักวิชาการที่มีชื่อเสียงจากทั่วโลกได้รับทุนจากโครงการดังกล่าวมากกว่า 400 คน โครงการนี้สนับสนุนงานวิจัยที่น่าสนใจและมีความเป็นสหสาขาวิชาการที่เกี่ยวข้องกับเอเชียตะวันออกเฉียงใต้ศึกษา ส่งเสริมให้เกิดความเข้าใจเชิงเปรียบเทียบและเชิงประวัติศาสตร์ของภูมิภาคนี้ในบริบทที่กว้างออกไปอีกด้วย
ดร.ทรงพันธ์ เดินทางไปรับทุนและดำเนินการวิจัยตั้งแต่วันที่ 1 มกราคม 2567 ถึง 31 มีนาคม 2567 ซึ่งเป็นอีกหนึ่งความพยายามของคณะอักษรศาสตร์ในการสร้างความร่วมมือทางวิชาการและวิจัยในระดับนานาชาติ อีกทั้งยังเป็นการส่งเสริมการบูรณาการการวิจัยในรูปแบบสหวิทยาการทั้งทางด้านบรรณารักษศาสตร์ สังคมวิทยา พื้นที่ศึกษา และศาสตร์อื่น ๆ ที่อีกด้วย

Songphan Choemprayong awarded Kyoto University’s CSEAS Fellowship to study Japanese bibliographic practices with Thai Materials
Associate Professor Songphan Choemprayong, a key member of our faculty in information studies, has recently been honored with the prestigious CSEAS Visiting Research Scholar Fellowship by Kyoto University’s Center for Southeast Asian Studies.
His upcoming research under the support of this fellowship program is anticipated to be a significant addition to his series exploring the insider/outsider perspective in bibliographic practices, particularly with Thai materials. The project will delve into the methods Japanese cultural entities like libraries, archives, and museums use in appraising, acquiring, and cataloging Thai resources.
Previous findings from Professor Choemprayong’s research have identified a key challenge: Thai cultural institutions encounter difficulties in adopting Western bibliographic standards, which are infrequently aligned with global norms. This gap notably affects the accessibility and development of knowledge in Thai Studies worldwide. His project aims to offer fresh insights into the representation of Thai materials within institutions from non-Western culturally influential regions.
Since 1975, over 400 distinguished scholars worldwide have been awarded this fellowship. This program is renowned for encouraging groundbreaking, interdisciplinary research on Southeast Asia, fostering comparative and historical understanding while adding global context.
Dr.Songphan’s fellowship tenure at Kyoto University is scheduled from January 1 to March 31, 2024. This period will mark an exciting phase of academic and research collaboration, contributing profoundly to the integration between the field of library science, sociology, area studies and beyond.
